Often referred to a “value engineering”, there are many opportunities during the design and construction process to reduce costs without negatively impacting the quality of the project. Strategies during the design phase include: quality and completeness checks of the documents, judicious selection of systems and finishes, and overall management of the process to maximize clear communications between design team and client, to avoid costly changes during the design and construction process. A similar opportunity exists during the construction process. Critical to reducing construction costs are: inclusion of all project scope in Base Bid, eliminating exclusions from bids, eliminating possible future change orders during the bidding process, managing the construction process to eliminate potential delays and associated additional costs, careful consideration of alternatives, and keeping associated project costs under control during construction.

Project Management of Local Law 11 Project - Phase 1 Complete

Empire Projects, Inc. has completed Phase 1 of a new Local Law 11 project for a large, institutional building in New York City. Project scope being managed by Empire Projects, Inc. includes the architectural/engineering design and specification of the work and the physical repairs of the facade to be done by a contractor experienced in this work.

Local Law 11 is a facade repair and maintenance law, enacted by the New York City Department of Buildings, to mandate safe building facades in New York City.

Acting as Owner’s Representative for a Local Law 11 facade repair and maintenance project requires an understanding of what makes a successful Local Law 11 project design, and how that Local Law 11 design can be implemented appropriately through the Local Law 11 construction process. Since the basis of the regulation is the safety of the public, it is an important that the work be designed properly and constructed properly. In addition, construction safety is an important consideration, and NYC has enacted legislation in the last several years to mandate the safety of the construction workers and process on Local Law 11 projects, and other projects involving the exteriors of NYC’s buildings. In addition, the building's location in NYC requires expertise in the logistics of building in Manhattan, as well as the approval process of the New York City Building Department.
